Elected to the Board in May 1998, Mr.
Smith is a member of the Clean Rivers Program steering committee of the LCRA,
a member of Austin's Watershed Protection Master Plan Citizen Advisory Group,
and a former member of the City of Austin Environmental Board. He is an attorney
in private practice and is certified in Consumer Bankruptcy Law by the Texas
Board of Legal Specialization. Mr. Smith is also a participant in the Fellows
Program of the Center for Public Policy Dispute Resolution of the University
