After the 2010 Census data were analyzed, Barton Springs / Edwards Aquifer Conservation District’s previous boundaries of the Board of Directors precincts did not produce sufficiently equal population and had to be redrawn in order to comply with the “one-person, one-vote” principle established by the U.S. Constitution and with other applicable Texas law.
The Board of Directors of the Barton Springs / Edwards Aquifer Conservation District held a Public Hearing, discussed three preliminary Plans in two open meetings, and invited public comment (both written and in person) on new boundaries for its director precincts. After consideration of public input, the Board of Directors voted on and adopted new precinct boundaries at the November 17, 2011 Board Meeting.

Note: The Board of Directors adopted Guidelines for public participation in proposing other, alternative plans. The Guidelines, among other things, require that comments in support of the alternative plans be submitted in writing even if made orally at the hearing; all written comments were due by Nov. 9th. The guidelines may be found below. Any alternative plans that are proposed must also conform to the greatest extent possible to the redistricting Criteria adopted by the Board of Directors. The Criteria are found below.
