History of the District


The Barton Springs/Edwards Aquifer Conservation District (BSEACD) was created in 1987 by the 70th Legislature with a directive to conserve, protect and enhance the groundwater resources of the Barton Springs segment of the aquifer. A confirmation election was held on August 8, 1987, with about 80 percent of the voters casting favorable ballots.

A five-member board of Directors, elected for staggered four-year terms oversees the BS/EACD's work. Under state law, only two of the Directors can represent incorporated areas of the City of Austin. Three Directors must reside in rural areas of the BS/EACD. The board meets at least bimonthly. All board and advisory committee meetings are open to the public. Directors hire a general manager, who is the chief operating officer. The board sets policies and adopts rules and bylaws to operate the BS/EACD.

The board also appoints a policy Advisory Committee (PAC) to review and recommend various activities and procedures of the District. This committee is made up of local citizens who are knowledgeable about environmental and economic concerns within the BS/EACD. Meetings of the PAC are called by the PAC chair when the board instructs the committee to do so.
