DFCs and MAGs
In 2005, the Texas Legislature passed HB 1763 implementing an unprecedented joint-groundwater planning process. The new process was intended to require coordinated planning of the shared aquifer systems in the State. HB 1763 requires that Groundwater Conservation Districts (GCDs) with common area in a particularly Groundwater Management Area (GMA) collectively make policy decisions that determine the volume of groundwater pumpage available for permitting.
The policy decisions involve a determination by the GCDs within a GMA of the Desired Future Conditions (DFCs) for each of the aquifers that a GCD intends to manage. These DFCs are then submitted to the Texas Water Development Board (TWDB) where groundwater availability models and other analytical tools are used to determine the maximum amount of pumping available for permitting that preserves the chosen DFC. This determination serves as the estimate of groundwater availability and is referred to as the Managed Available Groundwater value or "MAG." MAG values may be used by GCDs as a cap on available firm-yield permitted pumpage and as the water availability estimates that are used by the Regional Water Planning Groups for regional planning purposes.
DFCs for the District's primary GMA (GMA 10) were submitted by the September 1, 2010 deadline. MAG values have not yet been provided by the TWDB.
